I'd start with my multimeter and check the battery cables. If you don't have a multimeter, take a jumper cable and jump around one at a time.

If that does not cure it, check the various ground points in the system. Did you clean the mounting surface when you had the starter off?

May be the solenoid it's self but don't spend any more money until you have done some trouble shooting.
