Points close and complete the circuit to ground that fires the coil.

I have found a fast way to check points is with the cap off and watching the points as you crank. They should produce a minor spark at the points >IF< they are completing the ground circuit as designed.
Continuity through the cap should be good is your checking the individual lugs, inside to outside, and not trying to check for continuity from one lug to another.
