could you spray brake cleaner around the intake manifold (where it mounts to the engine) while the tractor is running to check for vacuum leak? If the tractor speeds up when spraying the cleaner, there is a leak. if the tractor doesn't change speeds, then the intake manifold isn't leaking.

Check the joint between the carb and the manifold next the same way to see if there is a leak there.

I think it would be a safe check to rule out something before ripping into it.
