You MIGHT be able to remove the boot and lift the lever enough to get the old pin out and replace it. There is a strong spring under the cover that you will be working against.
The steering column is bolted to the transmission cover. It is likely that the trans cover shift lever "socket" is badly worn as well as the pin. Also, very possible that the bottom of the lever is worn from being rubbed by the gears.
My experience with my '40 9N was quite a lesson.
