I saved the old cast carb and rebuilt it. I think this is what was going on. The new carb had a very different entrance path to the lower central jet. In the old one (very old} there going down the middle on the bottom on each side of the cast plate are "nasal " like slotted holes allowing fuel and generously to the jet formed at a 15 degree angle and at the bottom at the base. The new carb is different. On that same plate area are two small holes [ looked drilled] about 1/8 inch in size. The problem with this its about 3/8 to a 1/2 inch off the bottom. When I took off the new carb off the tractor I left the gas in it and carefully took off the top. when I tilt the carb back far enough the gas is below the holes.
