You do, I hope, understand that a lot of my comments like these are a bit tongue in cheek. But, there are a lot of examples where the end product in a federal contract end up being 2x,3x, or even 10x the original budget. Some how they seem to keep the projects going even after they have tripled the initial budgets or appropriation.
Look at Kaliforinca's high speed rail or the F35. 4.5 billion is a drop in the ocean. I know that the F35 may not be a great example as it is a military developmrnt and contract but you may still get my point. Projects rarely get scrapped until the change of administrations. President Trump still has two or possibly more to go.
Some senators have even built their own airports in the middle of no-where.
