Internal contacts in the solenoid may test ok with a light or meter but still not carry enough current to run the starter motor. Repair or replace solenoid.

I just had a similar problem on my UTV. I went thru the cables, cleaning, shining, and replacing stuff until everything looked perfect, but the problem remained. I had to turn the key switch several times to get it to crank. They wanted $50 for a new solenoid, so I drilled the rivets and took mine apart. The contacts were burned. Filed down to good metal, polished them, reassembled everything with new rivets. That has fixed it.
