The answer is because many of today's health care insurance company's HMO, PPO, Medicare, and OWE-CARE plans require that the pharmacies always supply a generic form of the drug first, and if not available, then you get the high dollar one. Who supplies those generic drugs are a mystery and maybe we consumers should demand that as with most products sold in the USA today, they start putting the country of origin on the labels and written instruction info sheets...HHHMMMM??? You can ask the pharmacist and/or your doctor too, but I doubt if the doctor can answer that. You can do your own homework and look up the drug manufacturer that made it -that info is always on your prescription bottle/label.
