Not quite. Photobucket has a new CEO; they are not "under new ownership". And they did indeed drop their $400 annual price-in favor of a monthly subscription. According to their press release, the new prices start at $1.99 per month for 10 gigabytes of images stored and rise to $3.99 monthly for 20 gigabytes and $8.99 for two terabytes of storage. All the plans enable third-party hosting for a $2.49 monthly add-on price.

In other words, you still have to pay for the service if you want to use it to host photos on third party sites. After all, bandwidth isn't free-to expect them to simply give away their service is asinine.
