Are you speaking of "tire liners?"

I use tire liners in tube type tractor tires that are used in areas where thorns are present. They work absolutely wonderfully to protect against thorn punctures but are not intended to protect against wire, glass, nails, screws, etc.

They are sections of old tires that have been ground down to fit inside the tire between the tube and the inside of the tire casing. They continually move slightly during use and continue to shear off the sharp end of thorns as they work their way through the tire.

I've not had a single thorn puncture since I started using them about thirty years ago.

Though once common, they are now hard to find but I do believe that Gemplers handles them.
