I would think the heavier 12 gauge would be best. Also, grounding is critical. Horses in particular can detect stray electricity. Some sense it with their whiskers. Because they are so well grounded, a few stray amps can kill them. So whatever you do, make sure everything is well grounded. Even add an extra ground rod, and water it now and then if you are in a very dry area. I am not a sparky.
The US made water heaters were much better than the Canadian made water heaters. Probably Chinese these days. I suggest buying the best. If an animal stops drinking because the water is too hot, or stray electricity is about, expensive vet bills can follow.
