You need to burn it to a cd using IMG burn

Ubuntu is a Linux distro, you can boot from a cd and it's a complete operating system.

But to use it you have to burn it to a CD. There is a free program called IMG Burn that you can download and install to burn the ISO to a CD. It will make the CD a boot CD that will load Lubuntu which will run in place of Windows 98. It will not harm your computer or replace Win98 except while running from the CD. Remove the CD, reboot and you'll be back in Win98.

which is free so don't google something that makes you pay for it. You can google IMG burn and get more information as to how to use it.

One last thing, to boot from the CD you will have to have your computer (BIOS) set to boot first from a CD, if it's set to boot first from a hard drive it won't boot from the CD.
