And there is the rub. People generally do one of three things when then move to a new locale.
1) Try to make it like where they left.
2) Think that they have moved to the wild west where they can do whatever they wish.
3) Fit in.
One and two are the most popular. For the most part rural people just want to be left alone. They do not want to be forced to adhere to an imported standard, nor do they want to deal with new comers who let their dogs and kids run rampant.
Those who try to adapt to the area are generally welcome. The others, not so much.
Sandpoint, CDA & Moscow are rapidly becoming unIdaho due to the swarms of new arrivals. If you look at all of the negative publicity about immigrants from other countries not wanting to assimilate you will have an idea of the feelings towards those from other states who do not want to assimilate locally.
