Based on new product problems, I would look for an older 700. I do not think the new ones are all that bad, and the newer CNC produced rifles may be built closer to spec than the older ones, but the company has its fingers in a lot of pies. Quality control suffers in some of their product line. Ruger also seems to be slipping on QC. Both produce good, and sometimes great products, but I have not seen one issue with the newer Winchester 70's.
If you look around, you should be able to pick up a nice used Ruger, Remington or Winchester for between 350 and 400. You may even be able to find one with a decent scope. Expect about twice that amount for a new one with Ruger being on the bottom, Winchester in the middle, and Remington at the top.
Leupold will repair or replace one of their scopes no questions asked. I have seen a two week turnaround on 40-50 year old scopes, with a new scope arriving in the mailbox within 10 days more often than not.
