The lighting packages were a dealer-installed option, so you could probably specify the side you wanted your worklight on. The wiring diagrams in the manuals show the kit installed on the left side, so most dealers just followed it.
Most likely, different dealers pre-ordered headlight packages to have on hand from Ford & combined it w/ local suppliers of lamps to use as a worklight up until Ford added one to their kit. But that's another story.
