Hi Harold-
My brothers and I would play in and on the numerous old cars from the 30's thru the 60's on grandmas' farm when we were kids and I recall many a chrome bumper peeling or flaking just like this. This worklight has been left in the weather for a long time hence the massive corrsion. Wouldn't silvering be a process wherby glass covered the actual silvering, like a mirror? I don't know, just posting what I see.
