Avery label stuff isn't going to work.
You can purchase water transfer decal paper for laser printers, now. I bought mine on eBay, but you might find them at an office supply joint. Most of the decals will require that you use white decal blanks, but the Donaldson Air Cleaner ones, the hood/fenders, and a few others will require transparent paper (unless you find a printer that prints white...not sure they exist outside the printing world).
I have made a Dearborn Equipment tag from lightweight card stock, using acrylic sealant and lacquer. It works, but it's not "right." Then again, I made it for my carry-all, so historical accuracy wasn't really an issue.
