The problem probably isn't so much with the plate, but with the steel ball in the underside of the throttle arm that rides along the plate. It has probably worn flat. A couple of possible solutions to that:
1. turn the ball around so the round side is down against the plate.
2. replace the ball
3. Replace the whole assembly with another one that has a good round ball in it.
In any case, if the ball is worn flat, you need to remove the throttle lever assembly so you can get at the ball. It will probably require some heat and prying to get the ball loose or removed. Then after you've either turned the ball around or replaced it, you'll need to crimp it back down good to secure it in place.
If the ball is fine but the plate is worn smooth, you could replace the plate. It's just held on with a couple of flathead screws.
To remove the lever assembly (from memory, look closely and make sure I'm not forgetting something):
1. disconnect the governor linkage from the lower short arm at the bottom of the assembly (behind the dash).
2. Remove the bolt that holds the lower short arm to the lever shaft. The bolt has to be removed completely, not just loosened.
3. Pull the lower parts off the bottom end of the lever shaft. Pay attention to how they were oriented so you can put it back together later (not hard).
4. Pull the lever shaft up out of the dash panel.
I don't remember if the steering wheel needs to come off to give room for the lever shaft to come out or not. Play that one by ear.
