Almost all of my cars, back when, had screws holding the regulator cover on. Quite common then to clean and adjust the regulator.
You have to tweak and put the cover on to check where you are. Cover greatly affects the operation! Maximum charge voltage is 7.2 volts at 77 degrees Fahrenheit.
Sounds like you are on the right track to fixing your problem. Your digital meter is picking up noise in the system.
