Unless you have live or independent PTO the pto should turn if the tractor drives.
Are you sure the pto itself is stopping or is it just the brush mower that doesn't turn?
Most brush mowers have either a shear bolt or a slip clutch installed in the drive line as a safety device - to keep from damaging the internal gears, etc on both the tractor and mower.
Perhaps you sheared the bolt or you need to adjust the slip clutch?
