sometimes stranger things than a Howe Governor will pop up on ebay from time to time. I looked on there a minute ago and there were a few governors with the rods attached. I don't know what a Howe looks like. I understand it uses flyweights and that parts have not been available for a long time. I also saw a recommendation for getting a complete different governor rather than trying to fix a Howe.
