You may just need to adjust the gov/carb linkage. My Jub is set to cycle back at 2100RPM (aftermarket proofmeter reading, not sure just how accurate it is). In this pic, the pen points at the rod carrier which serves as a stop for the adjustable stop on the rod. My stop is 2.5" from the nut at end of gov spring, inside measurement. The gov spring is to the left, out of picture. Hope this helps a bit.
