Yep, as the other fellas stated, makes it so you can adjust the length from the tractor seat. When plowing, back blading, and discing, you often want to change the 'pitch' and by reaching back to shorten or lengthen the top link, this is easily accomplished. The manufacturers save a lot of money by just selling the pin with the arm rather than assembling the unit themselves and as mentioned, peen the pin ends so it doesn't fall out once in use.
