Here in Iowa all we have to do is put a slow moving vehicle on our tractors and they can be driven on the public roads. Of course that was/is for farming purposes. To the best of my knowledge driving them for recreational purposes has not been covered.
You probably need to post your state so someone else from there can lend their input.
