The governor is only fed oil when the engine is running, so if the leak stops once you park the tractor, that seems like the most likely candidate.
It could have a cracked housing (not likely); a dust seal leak; a bad gasket; or a bad connection with the oil line. ...that's all assuming the leak is in the governor. Why not clean it up, place some clean paper under it, and figure out where the leak is?
