Any chance you are using nasty old summer gas?
Cold weather probs like this are often a combination of minor problems that wouldn't make a difference in warmer weather - for example, sparks a little weak and bad gas isn't evaporating, that keeps it from starting long enough that the plugs frost, and then the engine floods from trying.
Several of the reasons I love my block heater! It cooks the excess gas out of the cylinders, dries the distributor and spark wires, warms the plugs so they won't frost and warm the gas so it burns easier. And probably pays for itself in the fuel I don't burn idling the tractor to get it warm enough to wake up the governor.
But then I like ether too.
