I had the exact same problem. You probably have a leaking front seal. It is around the crankshaft and driven into the governor housing. Here are a few tips. I got a lot of help from Arthur's Tractors and they were incredible folks to deal with. They told me what to do step by step...and they were dead on!

You won't need to pull the front axle or hood. All of the folks I talked to said I would, but Arthurs said no...and they were right. There is enough room to do this without removing (not much but enough).

You will need to drain the oil and coolant. You will end up removing the oil pan (oil pan gasket) and one of the governor bolts will go through the water jacket. If you don't drain the coolant before...you will when you remove this bolt.

More than likely, the crankshaft will have a groove cut into it by the old seal. If you only replace the seal you will still have a leak because of this groove. You will probably need a "Speedy Sleeve" that will go over the end of the crankshaft and "cover up" this groove.

Since I had the governor out, I went ahead and replaced the ball bearing assembly with a flyweight governor and appropriate spring.

On the governor housing, where the fork goes in, there is a small needle bearing assembly. On mine, some of these bearings were missing which resulted in a lot of shaft play. Ford does not have this part (if you give them the part # from the Parts Diagram it will show unavailable). The replacement part for this is a brass bushing. The reason I bring this up is because the New Holland computer did not list this and I was lucky that an older mechanic remembered this change and told the parts guy to open the paper book...and there it was.
