I just went through this with my '48N (early steering box). Compared to my late model '50N it steers hard at best. I have all the manuals and follow the directions to a "T".
In my humble opinion I don't think you will ever get all the "play" out of the wheel. Adjust according to the manual and like the song says "be happy". I have found that you can make the steering very hard to turn when all the backlash is removed. You can do it!!!
