3 point hitch wont lift

I was bush hogging today and the 3 point lift quit lifting the bush hog . It was a kind of touchy before this happened . It would float up or down ,it would not respond right away when I would adjust it . now it will not lift at all .The fluid level seems alright but it is a bit milky . Any suggestions .
