8n Throttle Linkage

I recently replaced my broken Tach on my 51 8N. I'm finding that at full throttle I'm only turning about 1800 RPM. Shouldn't it be more like 2200 RPM? How do I adjust this?
Also what is the purpose of the spring at the bottom of the throttle shaft under the dash that hooks to one of the bell housing bolts? I ask because mine is missing.
