That strange length may have been a misprint in the parts catalogue; in another location it listed the bolt differently. I have made a list for the bolts for the side covers:

4 7/16-14-1.25" Brake sector to cover
4 7/16-14-0.75" Cover
4 7/16-14-1" Running board to cover.

If Grade 2 is fine then that is what I will go with; I may have to buy 1 1/2" if they don't have the 1 1/4". The only thing I have for cutting bolts is hand operated cutters. I may see about cutting with an open toe angle grinder.
