Every new "loop" rim that I have ever used had a minor alignmment problem to start. They are not perfectly round until you put the center dish in. Same as putting any multi-holed parts together. Start ALL bolts before tightening any.
I align the dish to the holes and use long machine bolts the same diameter as the carriage bolts to initially pull the dish into place. Then, I replace them with the carriage bolts. Has worked every time for me.
