Not sure if you know, but the PTO shaft needs to be installed before the lift will work. The hydraulic pump is powered by the PTO shaft. Also check to make sure you have a hydraulic pump in the belly of the rear housing. The previous owner may have also removed that when the PTO shaft was removed.

No idea why the shaft was removed. Maybe it was in the way of something that was attached to the rear of the tractor, or maybe the seal or bearing went out and they didn't want to fix it.
