I have found that 10% ethanol easily fowls plugs especially if short start and runs occur very often. An engine at operating temperature helps keep plug clear.
Also, carbureator settings affect fowling. A rich mix will easily fowl plugs. I do the initial settings and then tweak the power jet.
With the engine at operating temp, I take the engine to WOT (wide open throttle) and immediately back to idle. I turn the power jet 1/8 turn IN and repeat the WOT move. If engine stumbles, I open back up slightly.
If the engine did not stumble, I turn knob in another 1/8 turn and repeat WOT. When I get a stumble, I back the knob back slightly to the point there is not a stumble.
No gaurantee that you will never get another fowled plug(s).
This works for me and I'm sticking to it.
