Low duty for years often means way behind on basic maintenance. Starter going bad is another symptom of a tractor that needs to be cranked more and more to start. The fix is to catch up on all the things that have been neglected. Start with both ends of both battery cables. Are they proper tractor cables or skinny car junk? When was the air filter last serviced? Distributor service? Nothing wrong with a zenith carb. Many people consider them an upgrade. I several original and replacement types and any clean carb works better than a dirty one. When cranking, does it have good spark? Do you smell gas?
