When you take off the oil line from the engine and start it, oil should really squirt out, not just a little. I would say the problem is with the oil pump or drive. I know some of the Jubilee/NAA tractors used a oil pump drive shaft that used a hex on both ends while others used a round shaft with a slotted drive. If it has the hex shaft, one end my have rounded off and is not turning the oil pump much. Also could be something wrong with the oil pickup tube in the pan or pressure relief valve. Maybe a plugged oil pickup screen.
