Del, I've had really good luck using JB Weld (the original slow setting) on gasket surfaces that needed fixing. I just dab it onto the bad area and then, after waxing the opposing surface, bolting the parts together over night then taking them apart and the surfaces now match and a gasket can go between. In this case wax the flange of the governor and bolt it to the port with the JB Weld in place. Should turn out perfect and durable, you can trim away any exposed dried JB Weld afterward.
