The Solenoid can also be bad, but I would check the fuse first.
If not the fuse, you can run a jumper wire from the battery to the solenoid and see if that works. If that does not work jump directly to starter from the battery. If that spins starter then it is probably the solenoid which is relatively cheap. You should also jump the lockout connections at the seat and at the blade engage linkage to make sure they are not bad.
You can also check continuity of the seat and blade lockouts with an ohm meter.
