99XXX had steel wheels from the factory but they used up the electric start parts they had until they got all used up before they had magneto and crank start at about 100XXX to about 120XXX. That is why you see so many steel wheels around. I know 121XXX had electric start but could not verify if it had steel or rubber from the factory.
