Sounds like your #1 question was answered sufficiently. An easy way to tell if it is on compression stroke is to take out the spark plug and put your finger over the hole while you turn the engine. You will feel the pressure when it is coming up on compression. As for #2, yes and yes. Depending on how they were installed, a mechanical fuel pump could be used or they can simply be gravity fed without the pump.
