I've never paid any attention as to whether all N's have the extra loops or not. Familiarity breeds contempt they say. When it comes to reducing bushings I prefer the split ones that are a friction fit. The others must be stored in the toolbox when not in use and are always on the bottom when needed.
One I've learned the hard way: circular objects, like inner bearing races, seldom let go by heating only one side. Heat applied 180 degrees apart pops em right off.
Extra loops were probably a Ferguson brain storm and the purpose may have been buried with Harry.
