Looking at the parts diagram it is in the extend circuit for the dipper stick cylinders. The only purpose I can think of is to limit the speed of the lift out of safety concerns. I have never encountered one on any other loader but I can imagine a scenario where a big pump and small displacement cylinders could make it fast enough to be dangerous. Especially if the control valve didnt allow the operator to feather effectively. I would be inclined to leave it out. If the lift is scary fast without it put it back in.
