It would help if you would provide a model number for the loader and some pictures of the old valve and pump. Your description doesn't match the older jungle gym pipe loaders which is what I was assuming. if it has two bucket cylinders sounds like one of the "newer" Power Loader models - see pic below. Much improved design over the jungle gym monstrosities. Those Power Loader models came standard with a 14 GPM pump and a considerably more advanced control valve. A 17 GPM pump was also offered for use with the back hoe option. You would really be pushing the envelope with a 25 GPM pump - that's almost double the standard offering from Wagner. Pumps are not real expensive - you can get a 15 GPM gear pump for $125 + shipping but it has a 5/8" shaft that will probably require some coupler work to match up to the old drive shaft. Filter where you have it in the return line is fine and a tank strainer on the suction side is SOP on modern machines. It is an especially good idea on these old loaders as it keeps the rust and dirt that is inside the reservoirs out of the pump. That stuff is a death sentence for a new pump.
