The answer to your question depends partially upon the type of fuel shutoff valve that you have.

The screw type valves usually do not fail to shut off and leakage around the stem can usually be corrected by rebuilding your existing valve. Search the archives for procedures which have been posted numerous times. Read several as not all are reliable.

Lever type valves exhibit two failure modes; 1.) failure to shut off, and; 2.) leakage around the stem. New replacement Chinese made valves often exhibit one or both failure modes right out of the box, so buying a new valve and replacing yours may prove futile.

Additionally, gasoline may leak between the fuel tank and the valve, particularly if an incorrect O Ring has been used or if the bolts attaching the valve to the tank have been overtightened, warping the tank or stripping the bolt threads.

Do you know where the gasoline is leaking from your tractor?

The good news: Both screw type and lever type valves can be replaced without removing the sheet metal and tank, providing that your tractor has the OEM fuel line. I've done it so many times that I can almost do it blindfolded and spend more time removing and replacing the gasoline than removing and replacing the valve. Yes, you do need the proper tools and it helps if your hands are not too big. All bets are off if your tractor has a cobbled-up fuel line.
