The US War Board restricted production on certain commodities so they could be dedicated to the war effort -the military came first. Rubber, copper, aluminum, magnesium, zinc, brass, and some other metals were at the top of list. The 2N warhorse used the steel wheels and a magneto (no electrics) for instance. All companies were affected, not just Ford. Even food and clothing were restricted/rationed to the public. You can search the archives here for the complete story on the war production years.
