Thanks to all who offered suggestions. It turned out that the brass seat that the needle valve fits into was a bit loose. I tightened it up, put the carb back on, cranked it a couple of revolutions pulled out the choke and away we went :-). Loose seat was probably caused by the guy who replaced the needle valve a couple of years ago. I am looking in the mirror and having a stern talking to with him right now.
