Did the flooding just begin or have you done something to the carb you haven't mentioned? Are you turning the fuel flow valve OFF when tractor is shut down? When was the last time you serviced the carb? As you surmised, a stuck float or needle float valve is the usual culprit but there's only one way to find out. I'm not one of those that SMACKS things with a hammer, wrench pliers, or screwdriver as a 'fix'. Do the job right in the first time. If you are interested, I rebuild OEM Marvel-Schebler TSX carbs and ready can do yours if you are interested - email is open.
