8N after 216988 - How does steering gear dust seal go in?

Have 51 8N and am replacing steering gear outer seal. In getting old seal out, damaged inner rubber dust seal. When I dug it off the shaft, I didn't see which way the raised lip went; in towards the housing or out toward the gear arm. Anyone know?
