There is no voltage regulator on a 9N. There is a cutout which simple prevents current flow back to the gen when the engine is off. The only 'voltage regulator' is the adjusting screw. I cannot imagine how an over charging generator would make the engine miss at high rpm's. This sounds like a different problem.
