This has been debated at great length but one thing is clear - actual individual experiences will and do vary depending on the soil conditions and design of the tiller. Here is one OEM data point as food for thought.
The Operators Manual for Bush Hog tillers which have a tine speed of 238 RPM @ 540 PTO RPM says the following:
Ground speed for operating will depend upon the type of cultivation. Recommended speed for efficient implement performance is between 2 and 5 mph.
At 1500 engine RPM (540 PTO RPM) the ground speed of an 8N in first gear is 2.8 MPH.
